Disability rights, strategies and cross-sectoral governance in Europe

The Swedish Agency for Participation has conducted an overview of national and international disability strategies and models for cross sectoral governance in Europe.

In 2021, the European Union adopted the Strategy for the rights of persons with disability 2021-2030. With a high ambition to reach the goal of inclusion for all, hard and systematic work on regional and national level is needed to succeed.

In order to highlight and raise awareness for the EU strategy, as well as other disability strategies, the Swedish government decided to organize a seminar on disability policy during the Swedish Presidency of the Council of the European Union 2023. The government appointed the Swedish Agency for Participation to organize the seminar together with the European Commission.

The Swedish Agency for Participation has conducted an overview of national and international disability strategies and models for cross sectoral governance in Europe. The overview aims to increase knowledge within the area of disability policy in the European context and will hopefully contribute to fruitful dialogues and experience exchange about this important topic.

The strategies are summarized based on the following five themes:

• Focus areas and general measures for inclusion
• Integration of international agreements
• Cross-sector governance, implementation and monitoring
• Involvement of organizations representing people with disabilities
• Integration of gender equality and child rights perspectives

Myndigheten för delaktighet, MFD, har fått i uppdrag av regeringen att tillsammans med Europeiska kommissionen arrangera ett seminarium som lyfter funktionshinderspolitiska frågor under Sveriges ordförandeskap för Europeiska unionens råd 2023.

Till detta seminarium har MFD gjort en kartläggning av olika nationella och internationella funktionshinderspolitiska strategier i Europa. Detta för att ha som underlag för ett givande kunskaps- och erfarenhetsutbyte med andra länder och organisationer som företräder personer med funktionsnedsättning.

Strategierna sammanfattas utifrån följande fem teman:

• Fokusområden och generella åtgärder för inkludering
• Integrering av internationella överenskommelser
• Tvärsektoriell styrning, implementering och uppföljning
• Involvering av organisationer som företräder personer med funktionsnedsättning
• Integrering av jämställdhets- och barnrättsperspektiv
